There is no $2 join fee required in order to make offers or purchases on non-auctioned items.  The $2 join fee ONLY pertains to bidding on marquee auction items. 

Reserve price and Base price are set to the same value for ALL auctions.  This way, at the time when the join fee is paid, it is transparent to the bidder what the reserve price is set to.
